The creation of an issue is also a transition which can be decorated with Validators and Post Functions.
Therefore just klick on the starting arrow in the Diagram.
In the Text representation it is a bit harder to find, as this transition is not listed there. First you need to klick on the first Step. Then you get an overview with the transitions to and from this step. There you can select "create".
